C. Henri Olivier

Henri Olivier’s entrepreneurial mindset started at an early age. While in elementary school, he made his first profit by selling snacks to hungry classmates on the school bus at the end of the school day. At the age of 11, computers began to pique his interest, and he began partnering with software engineers around the globe to develop various advanced computer systems. Eventually, his efforts allowed him to break off and start his own business at 14 years old. However, the road ahead was not without setbacks. Like any business owner, he experienced success and failure along the way. At 16, he suffered a major financial hit when he encountered an equipment malfunction. Instead of throwing in the towel, he worked his way back to profitability and even created a solution to the malfunction that would later help his fellow engineers.

Henri’s exposure to the oil and gas industry also began during his childhood years. With his upbringing in south Louisiana, he was surrounded by numerous family members that worked for and owned businesses in the industry. He spent a great deal of time frequenting his father’s office, learning all facets of the non-destructive testing business. He also completed an internship at his uncle’s business where he assisted in the tracking and maintenance of rental equipment used in oil and gas exploration and production. Upon graduation, he worked as an Advanced Ultrasonic Inspector, utilizing specific applications. His work has taken him throughout Louisiana, Texas, Colorado, and the Gulf of Mexico. His engineering mindset and knowledge of computers and technology propelled his desire to learn even more about the industry. He began reading code books in his spare time to further his knowledge.

Giving back to the community has always been a priority for Henri. He has dedicated his time to projects involving the historic Laurel Valley Sugar Plantation, Southdown Community Garden, New Zion Baptist Church, and the MacDonell Children’s Home. His most recent service includes partnering with a non-profit organization to create software that assists in reducing the number of child trafficking victims.

Henri decided to embark on this journey with the belief that strong core values and an experienced team of people would lead to success. His perseverance, work ethic, and leadership would help him surpass any of his competitors. Now, with one of the most talented teams in the industry and a desire to provide solutions, add value, and guarantee excellence to customers, Henri and the Olivier International team are ready to work for you!

C. Andre' Olivier

President

Andre' Olivier has over 40 years of experience within the inspection industry with 28 years held in corporate positions as Vice President, President, COO, and CEO with full profit/loss accountability and experience with mergers and acquisitions, start-up operations, turnaround management, operations, project management, and HSE. Andre' has a proven track record of adding value to companies by utilizing an entrepreneurial mindset and approach, and has built companies from the ground up in both U.S. and International markets of the oil and gas industry. Andre’ is currently employed as President.

Andre’ began his foray into the Inspection business in 1982 with Global X-Ray & Testing, working as an Assistant Radiography Technician eventually advancing his career by working in multiple positions over a twelve-year period as a Level II & III Multi-Certified Technician, Operations Manager, HSE/ Radiation Safety Officer, Marketing Representative, and Vice President of Texas. Andre' was instrumental in the opening and success of GXT’s New Iberia, Houston, and Ingleside operations. Andre’ resigned on August 21, 1994 from GXT to found Gulf Coast International Inspection (GCII).

Andre' served as the CEO/President of GCII successfully growing the company from his corporate office in Houma, LA to five other locations along the Gulf of Mexico that included the cities of Lafayette, LA, New Iberia, LA, Morgan City, LA, Houston and Ingleside, TX that primarily focused on serving the Offshore Oil & Gas Industry. Gulf Coast was awarded numerous safety awards during this time by companies such as Brown & Root, Exxon, Shell Offshore, Vastar Resources, and workmen’s comp insurer, LWCC, for having created an “Excellence in Safety” Culture, which was obtained by embracing a top-to-bottom behavioral-based safety and training program that focused on zero recordables or lost time accidents.

Gulf Coast International Inspection was purchased by Oceaneering International on August 31, 2001.  Andre' then served as the Americas Region Inspection Manager for OII expanding his former inspection business to include new operational bases located in Niteroi, Brazil, Macae, Brazil, and Ciudad del Carmen, Mexico. The Americas Region Inspection business unit was recognized numerous times by senior management being  awarded Oceaneering’s prestigious Chairman’s Award in Safety for having worked over the course of one year with no recordables or loss time accidents.

Andre' resigned from Oceaneering as Americas Region Inspection Manager in July, 2011 one month short of ten years of service and became an employee of NVI, LLC serving as VP of GOM Operations eventually becoming a partner and serving in the capacity of Chief Operating Officer until April 15, 2018.

Andre’s interest in the continued safety and wellbeing of his fellow colleagues and clients led him to found Olivier Biodefense upon learning of a relatively new technology  created by Synexis Biodefense Systems. The Synexis Biodefense system effectively and safely reduces microbial threats in occupied spaces on a continued basis without disrupting day to day operations. This patented system is the only technology that produces Dry Hydrogen Peroxide (DHP) from the humidity in the air to significantly reduce the percentage of bacteria, mold, and viruses. It has been shown to be highly effective against bacteria, viruses, fungi, mold, insects and new resistant strains. Olivier Biodefense is the worldwide distributor of the Synexis Biodefense System for the Oil & Gas Industry with a mission to reduce the microbial load on Offshore Facilities, Man camps, and other locations where individuals live and work in close proximity to one another for extended periods of time. Andre' currently serves as President of Olivier Biodefense.

Andre’ also serves as a Director on the Board of New Cardiovascular Horizons Foundation which is an educational nonprofit foundation focused on multidisciplinary accredited conferences to advance the field of cardiovascular care using endovascular technologies, pharmacotherapy treatments, peripheral interventions and amputation prevention techniques. NCVH’s mission is to empower healthcare providers with the knowledge of head to toe vascular treatments by promoting interdisciplinary teamwork and collaboration to address the continuum of patient care.

Scott Peveto

Vice President of Operations, Gulf of Mexico

Scott Peveto entered the NDE industry in 1998 wanting a career not a job. Through hard work, Scott quickly excelled and became a Level II Radiographer. By building strong customer relationships and the trust of his fellow employees, Scott was promoted into management in 2012. While in management, Scott was quickly regarded as the “go to guy” by his employees because of his field experience. Over the next several years, Scott learned how to manage employees to meet customers’ expectations, continued to build strong customer relationships, and run the daily operations of a business. With Olivier International, Scott has moved into his new role of Vice President of Operations for the Gulf of Mexico Region. With his strong work ethic, we know Scott will continue to excel in his NDE career.

Brett Portier

VP of IT & Procurement

With 10 years of experience in the NDE industry, Brett Portier was hired to oversee purchasing, equipment, and IT for Olivier International. Brett graduated in 2009 with a degree in Business Management with a minor in IT. After graduation he worked for an IT consulting firm where he was introduced to the NDE industry. Because of his IT background, Brett quickly became familiar with GPR, PMI, automated C-Scan, and other advanced methods of inspection.  Over the years, solid, long-term relationships were built with vendors ensuring products purchased are of the highest quality while continuing to keep costs low. Brett’s unique backgrounds of finances, operations, and product ensures Olivier International can offer the latest inspection methods at low costs.

Angelique Chauvin earned her Bachelor's degree in Business Administration with a minor in Management from Nicholls State University in May 2019. With a strong academic foundation, she brings over seven years of expertise in the Human Resources field within the Oil and Gas industry. In her current role, Angelique leverages her experience to provide guidance and resources. Her responsibilities include ensuring guidance and resources for compliance, managing employee benefits, training, and development for employees and management.

Joe serves as Olivier International’s VP of Laser Sales & Compliance Services. He has over twenty years of experience in the exploration, production, and petrochemical sectors and has held various positions including Operator, Lead Operator, and Compliance Foreman. He has also received certification as a Level II Thermographer and has accumulated over 30,000 hours of inspecting oil/gas production and petrochemical facilities with Infrared cameras. Joe’s vast knowledge of process flow and regulations insures Olivier International can offer accurate and cost-effective methods of meeting your compliance, regulatory, and IR inspections needs. We also thank Joe for his service as a 20-year veteran of the US Army.

Joey graduated in 1993 with a Recording Arts Specialized Associates Degree from Full Sail University in Orlando Florida. After graduation, Joey started his career in the entertainment industry as a live audio and studio engineer and guitar luthier (maker). Joey has worked as an ASTM lab technician for a petroleum and environmental laboratory and as an AutoCAD operator in the NDE industry. He eventually began teaching himself HTML coding and web development. Joey's development skills include CSS, Javascript, classic ASP, C#, .net, SQL, PHP, MySQL, AJAX, JSON and REST. For the last 15 years, he has developed applications used by NDE companies, the United States Navy and NASA. Joey is excited to be part of the Olivier International team and is eager to use his knowledge and experience to provide software solutions for our clients.

Tracy Blankenship

Vice President of Operations for Permian Basin

Tracy’s NDE career began at the young age of 18. Little did he know at the time, the great passion he would develop for working in the inspection industry. However, his thirst for knowledge, pride in his work, and desire to succeed all contributed to propelling his career forward. He began as an entry-level trainee in the Inspection division of Oceaneering and spent 2 years working primarily in fabrication yards. He spent the next 3 years at Team Industrial Services where he became a technician and earned multiple NDE certifications. He diversified his skills by working in various plants, pipelines, tank farms, offshore platforms, and vessel shops. His knowledge and skills grew exponentially during his next 6 years at NVI as he transitioned into management. He began as an Assistant Manager and Radiation Safety Officer but quickly advanced into the role of Operations Manager. In this position, he was responsible for managing up to 25 crews at a time. His final year with NVI was marked with great achievement. His exceptional management techniques combined with employee teamwork resulted in an OSHA recordable incident rate of zero. He also achieved no lost time accidents due to injuries, all while realizing record-breaking man hours worked.

As a member of the Olivier International management team, Tracy utilizes these proven methods to set high standards in the areas of safety, service, and quality that far surpass his competitors. His dedication to excellence and commitment to lead his team by example have resulted in many customers commenting on the positive difference they have experienced in Olivier International’s service when compared to other companies.

Lastly, Tracy would like to leave everyone with a final thought from Albert Einstein: “We cannot solve our problems with the same thinking we used when we created them.”

Tim Sweeney

Business Development

Tim Sweeney grew up in the small-town of Rayne, Louisiana working alongside family members at a company founded in 1902 by his Grandparents named Stamm-Scheele which at that time was the 5th largest driller of municipal and industrial water wells in the USA. Stamm-Scheele was also known as an industry leader in the manufacturing of pumps needed for municipal sewerage and sanitation departments, lifting stations, in addition to the ancillary equipment and components needed to keep these systems operating throughout the year. Tim’s time spent at Stamm-Scheele sparked an interest in drilling which led him to pursue a career in the Oil & Gas Industry of South Louisiana.
Mr. Sweeney’s career in the Oil & Gas Industry began in 1980 immediately upon graduating from the LSU School of Engineering. Tim’s first job upon graduating LSU was at BJ-Hughes learning the cementing and completion aspect of drilling wells in the Gulf of Mexico. After a 7-year stint with BJ-Hughes he ventured off to work on the production side of the industry at Nalco Chemical’s Oilfield Division in Sugar Land, Texas. It wasn’t very long afterwards that Tim became Area Manager of the Gulf of Mexico Business Unit eventually transferring to the land division of Nalco Chemical due to the frantic pace of drilling in the Barnett Shale of East Texas and the Haynesville Shale of North Louisiana. Mr. Sweeney’s career with Nalco Chemical spanned a total of 27 years working in multiple positions as an Engineer, Division Manager, and Business Development Specialist before moving to The Woodlands, TX as a Marketing representative for NVI, LLC.

Mr. Sweeney was instrumental in developing new business opportunities for NVI in the fields of direct assessment, auditing, traceability, mechanical integrity, and general NDE services with Enterprise Products, Kinder Morgan, Loop, LLC, Williams Pipeline, Spectra Energy, Enbridge and Energy Transfer before accepting an offer to return once again to the chemical business in 2016 for Flotek Industries as their Executive Account Manager focused on serving the Fracking Industry.

Tim recently joined Olivier International in August 2020 as a Business Development Representative serving Texas, New Mexico, Oklahoma, and Louisiana.

Mr. Sweeney currently resides in The Woodlands, TX with his wife and high school sweetheart, Beverly. Tim’s hobbies run parallel to many South Louisiana traditions in that he is the happiest cooking, duck hunting, and fishing with friends and family and is even known to play a few rounds of golf. Tim is a devout catholic who attends mass every Sunday to thank the good lord for all of his blessings that he has bestowed upon his family, friends, colleagues, and country. Tim believes that a man’s greatest asset is his reputation and always looks forward to serving his clients and community.

Kelly Caillier is a Degreed and Certified Reliability Engineer (CRE) with Twenty-Two years of experience in the Asset Integrity/Reliability fields related to both Dynamic and Static Assets. Eleven (11) years were spent in a Director significant or higher responsibility role focused on implementation, development, managing, training, and designing/maintaining dynamic and static equipment integrity programs in four (4) countries. (United States, Canada, Mexico, South America). Further, Kelly focuses on developing and implementing Risk Management, RCM, PdM, and Lean systems into both static and dynamic entities. Kelly developed a patent pending system called Reliability Moderneering, which raises the level of inspection program effectiveness and accomplishes the Zero Effect (zero downtime, zero safety incidents, zero environmental releases due to integrity).
